Rules for trees in Constantia

The greenbelts are City land

Constantia’s greenbelts, among them Klaasenbosch, Alphen, Spaanschemat, Diep River and Bel Ombre, are on the City Recreation and Parks Department’s mowing list, and in 2024 the City confirmed that the Klaasenbosch strip is Council land needing its prior approval for any tree trimming or removal (People’s Post). The City’s Public Parks By-law bars anyone but an authorised official from pruning, felling or removing a tree in a public park without written permission. You may trim the parts of a City tree, roots included, that overhang your property; the City’s Urban Forest Policy advises consulting Recreation and Parks first.

Heritage

The City’s overlay zone maps show no declared Heritage Protection Overlay Zone in Constantia. A place entered on the provincial heritage register is still treated as being in one, and removing its trees, boundary hedges or mature plantings then needs City approval (Development Management Scheme, items 159 and 162).

Protected and invasive trees

Polyphagous shot hole borer

By May 2024 the City had recorded trees infested with the polyphagous shot hole borer (PSHB) in Alphen, Constantia, and it invited tree fellers, gardeners and other plant businesses to a training session at Alphen Hall that June. Its rules: an infested tree is chipped on site and stays on the property, green waste is covered rather than carried in an open vehicle, and tools are cleaned after cutting. Look for holes about 2 mm across, oozing gum, branch dieback and dark stains on the bark.
